    2011~2020年当前复杂形势下江苏就业形势分析及应对策略研究

    摘要

    近年来,伴随着中国经济社会发展过程中一些内外因素的变化,尤其是中美贸易摩擦、全球新冠肺炎疫情的常态化,江苏的就业面临前所未有的挑战。但从就业发展的总体趋势来看,特别是在疫情以前,江苏的形势稳中向好,就业结构不断优化,城乡居民收入稳步增长,就业满意度持续上升。2020年最初的几个月,江苏受疫情影响,就业形势异常严峻。但在国内疫情好转的情况下,就业情况逐步好转。即便如此,在国际不确定性发展趋势及国内经济转型升级的情况下,江苏就业仍面临着一些压力,主要是劳动力总量总体下降,总体劳动力素质与新经济、新业态的发展不相匹配,人才的吸引力微弱下降等。当前应对就业面临的复杂形势,要深化“大众创业、万众创新”,形成就业新机制新动能;加大援企稳岗力度,帮助中小微企业渡过难关;拓展就业新渠道,根据一些新业态、新职业灵活就业;进一步为个体劳动者提供支持并创造良好营运环境;多方面化解就业结构性矛盾,为经济转型提供支持;创新形式,全方位、精准化做好就业服务体系建设。

    Abstract

    In recent years,with the changes of some internal and external factors in the process of China’s economic and social development,especially the Sino US trade friction and the normalization of the new epidemic situation in the world,Jiangsu’s employment is facing unprecedented challenges. In the first few months of 2020,Jiangsu was initially affected by the epidemic situation,and the employment situation was extremely grim. However,the situation of employment in China has gradually improved. Even so,with the development trend of international uncertainty and the domestic economic transformation and upgrading,Jiangsu still faces some pressure on employment,mainly the overall decline of the total labor force,the mismatch between the overall quality of labor force and the development of new economy and new formats,and the weak decline in the attraction of talents. To cope with the complex situation of employment,we should deepen the mass entrepreneurship and innovation to form a new employment mechanism and new kinetic energy;increase efforts to assist and stabilize jobs to help small,medium and micro enterprises to tide over difficulties;expand new employment channels,flexible employment according to some new formats and new occupations;further provide support for individual workers and create a good operating environment;innovative forms,comprehensive and accurate construction of employment service system.
