2019年对日本外交来说是不平凡的一年,日本作为东道主在大阪首次举办了二十国集团(G20)峰会。日本以此为开端与契机,呈现一种全新的外交面貌并跻身全球治理新的大家庭行列。在日本看来,因为参与和主办西方七国集团(G7)峰会,更能显示出日本是西方大国的国际政治身份,所以日本以往更重视的是G7。但是,随着G20在全球治理中的地位愈益凸显、G7的影响力日益式微,日本不得不高度重视G20的重要作用,2019年在大阪顺利举办这场大型国际多边峰会,也从侧面映衬了日本对G20的看重。
2019年は日本外交にとって非凡と言える年で、日本はホスト国として大阪で初めて20カ国·地域首脳会議(G20)を開催した。2019年から、日本はG20の開催をスタートときっかけとし、まったく新しい外交の顔を持ち、グローバルガバナンスの新ファミリーの仲間入りをした。日本から見て、これまで重視されていたのは主要7カ国首脳会議(G7)で、これは主要7カ国首脳会議に参加し、主催することで、日本が西側の大国であるとの国際政治における身分を示すことができるからであった。しかし、グローバルガバナンスにおいてG20の役割が次第に顕著になり、主要7カ国の影響力が低下するにつれ、日本もG20の重要性を重視せざるを得なくなった。2019年に大阪で成功裏に開催されたこの大規模多国間サミットは、日本がG20を重視していることを側面から示すものになった。
<<2019 marks an extraordinary year for Japan’s diplomacy,when Japan hosts the G20 summit in Osaka. Japan has taken the hosting of the G20 summit as an opportunity to actively participate in the new pattern of global governance. From Japanese perspective,the G7 summit used to be of greater importance for Japan’s participation in the G7 can demonstrate its political influence as a western great power. However,with the growing importance of the G20 in global governance and the declining impact of the G7,Japan moves to attach greater importance to playing a role of the G20,which is also reflected by Japan’s effort in hosting a successful multilateral summit in Osaka in 2019.
