    我国石油企业海外人员的人力资源需求分析

    摘要

    随着我国经济的持续发展与“一带一路”建设的布局,石油企业已经成为中国公司走向海外的领头羊。我国石油企业通过深挖国际化人才潜力等措施,紧紧围绕海外产业经济建设所需要的核心人才队伍建设做文章。目前我国石油企业海外工作人员包括三个部分:企业外派到海外工作的人员,项目所在国家的本土人员,海外地区公司向第三方国家招聘的专业人才。本文主要探讨的是国有石油企业外派到海外工作人员的人力资源需求分析。

    Abstract

    With the continuous development of China’s economy and the strategic layout of the Belt and Road Initiative,an increasing number of Chinese companies choose to enter overseas markets. Petroleum companies have been leading in Chinese companies going overseas. However,there are still some restricting factors,including insufficient reserves of overseas talents,unclear needs of talent growth,and a relatively lower level of advanced management. By fully exploiting the potential of international talents,drawing supports from human resources service agencies,and establishing a long-term mechanism of talent training,Chinese petroleum companies have made significant efforts to improve their overseas economic performance and build teams of core talents. At present,overseas employees of Chinese petroleum companies can be divided into three types:employees expatriated by the companies to work overseas,local employees in the country where the project is located,and professional talents recruited from third countries by overseas agencies of companies. This article mainly focuses on analyzing the human resource demand for employees expatriated overseas by state-owned petroleum companies.
